Anca-Ruxandra Pandea from the Youth Department of the Council of Europe will share insights on the Charter's relevance and its role in promoting participatory youth policies across Europe.

The YouTransition project explores how young people can actively contribute to local transformation processes, supporting municipalities, civil society organisations and youth workers in experimenting with new forms of dialogue, co-creation and participatory governance. This transnational event aims to reflect on the experiences developed within the project, present case studies from Italian municipalities, and share inspiring practices from across Europe that promote youth engagement in sustainable urban development.

Participatory approaches in youth policy emphasize the meaningful involvement of young people in decision-making processes that affect their lives. Across Europe, youth participation is increasingly recognized as a cornerstone of democratic governance. Frameworks such as the European Union Youth Strategy 2019–2027 promote the principle of "Engage, Connect, Empower," encouraging member states and partner countries to involve young people in policy-making, implementation, and evaluation processes.

In Georgia, youth participation is a central pillar of the State Youth Strategy 2023–2026, which aligns with European standards and promotes the active engagement of young people at both national and municipal levels. The strategy and its action plans, including upcoming priorities for 2026, emphasize strengthening participatory mechanisms such as youth councils, public consultations, and inclusive policy dialogue.

This session explores how participatory approaches can be translated into practice - from consultation to co-creation and participatory monitoring and evaluation. It will also highlight local examples, such as the experience of Lagodekhi Municipality Youth Council, demonstrating how youth engagement contributes to sustainable development, democratic governance, and innovative local solutions, including environmental initiatives that position the municipality as one of the greenest in Georgia.

• Present key concepts and frameworks of participatory approaches in youth policy, with reference to national and European practices, including the European Union youth participation agenda
• Introduce the State Youth Strategy of Georgia (2023–2026) and discuss priorities of the 2026 action plan in relation to youth participation
• Strengthen participants' capacities to design and conduct inclusive public consultations with young people
• Build practical understanding of participatory monitoring and evaluation tools in youth policy implementation
• Share local best practices, including the experience of Lagodekhi Youth Council as a model of participatory governance and environmental engagement
