This report presents a study of youth policies in seven partner local authorities in UE and Georgia. It identifies and analyses governance, youth priorities and initiatives, ways in which young people are involved, good practice and expectations.

The methodological approach is based on the completion of a questionnaire (to gather quantitative data) and focus groups (to gather qualitative data) by youth policy-makers and local stakeholders. The analysis highlights the disparate approaches to the implementation of participatory youth initiatives, highlights the obstacles to the inclusion of young people in local decision-making processes and identifies the mechanisms put in place for a just transition.
The findings point to the need to raise awareness, improve access to information and resources, and strengthen the skills of youth organisations and local authorities.

The recommendations propose strengthening the participation of young people, putting in place inclusive approaches and spaces, and educating and training for just transition.
This report proposes a strategic framework for implementing youth policies that promote and encourage the active participation of young people, thereby facilitating their contribution to a just transition.
The results of this evaluation will serve as a basis for designing concrete initiatives, in particular within the Transnational School of Service Design for Just Transition programme.
